How to Get a Portuguese NIF

The landlord, the bank, and the phone shop all asked for a NIF, and every search result is an agency charging to obtain one. The NIF (número de identificação fiscal, also called número de contribuinte) is assigned by the tax authority at the counter, on the spot, to anyone who asks with the right papers. The gov.pt NIF service page says any Portuguese or foreign person, resident or not, can request it. The agencies sell the errand, not the number.
Book a slot at a Finanças office
Since July 1, 2025, a person without a Portuguese citizen card gets a NIF either in person by appointment or through the online e-balcão, per the tax authority's notice on NIF requests for non-cardholders. Open Atendimento por Marcação, pick Para pedido de NIF ou alteração de morada para pessoas sem cartão de cidadão, and choose a Serviço de Finanças or Loja do Cidadão. No login is needed. The tax authority's NIF page also gives a phone line for booking.
Bring a passport and proof of address
The non-resident NIF leaflet asks for a valid passport (with the entry visa where one was required) and a document showing the address abroad, unless the passport already shows it. For residents, the NIF assignment FAQ lists the passport plus, for EU nationals, the EU citizen registration certificate from the town hall, or, for others, the residence permit or a lease or work contract. Foreign-language documents need a certified translation. The number is issued at the appointment.
Decide whether a fiscal representative is needed
As the leaflet states it, naming a fiscal representative is not required at the moment the NIF is assigned to a non-resident. It becomes an obligation within 15 days of creating a tax relationship in Portugal, such as buying property, registering a vehicle, signing an employment contract, or starting self-employed work. For people living in the EU, Norway, Iceland, Liechtenstein, or Andorra the choice is voluntary; others must either name a representative or sign up for electronic notifications instead, with a VAT representative mandatory before any self-employed activity. Register for the Portal das Finanças password
On the Portal das Finanças choose Registar-se, enter the NIF and tax address, and set a security question. The access and passwords leaflet says the password is posted by CTT only to the address on file, on average within five business days, or to the fiscal representative's address if one was named. Change it on first login; the mailed one expires after that use.
If the appointment is far away. The leaflet describes the e-balcão route, where a legal representative with portal access submits the request with copies of the passport, the address document, and a power of attorney. A Portuguese consulate can also take the request.
